Fluttershy and George the Blaziken are both compassionate about their friends. They've both been chew toys in their homeland at one point or another. They're both easily scared and they both have a unique talent no one else of their kind has (Fluttershy's Stare and George's connection with Mega Evolving). Thus, they're able to fuse with each other.
