Like Frankenstein creating a creature, Scarecrow created the Boogeyman. Oscar Page, a victim of Crane's fear experiments, an orphan tortured by his nightmares. Except this subject excelled the Scarecrow's expectations and emerged from the fear treatment apparently stronger; when in fact he was no longer a frightened child but a monster. Years later he emerged as the monster under the bed, the creature used to instil fear amongst children for generations and finally the nightmares became real. The Boogeyman had come to get the children of gotham to test them the same way he was, and only those who survived had the right to live. Then he met Fox, and he saw a beast just like him and realised he had to bring it out. So whenever the Boogeyman comes to test Fox he will test the limits of his warrior code to subvert him into the same monster he is.

-Triple Jointed Contortionist, able to move in a way normal humans can't (and shouldn't)
-Filed his teeth to razor point, can snap at you with monstrous power
-Fear Poison, distilled from the chemicals used on him by Scarecrow he's created a bio-agent of the compound which he injects via his claws
-Animalistic strength, now devoid of fear he has more strength than expected from someone as young (and physically frail)

[Side Notes]
The Boogeyman is a monster made real, his mind broken by fear he now carries out some kind of sick and self-righteous crusade and discriminately targets children (more often he attacks orphanages)

Well, this guy comes off as nightmarish! He's probably a worse monster than Scarecrow; and that's saying something! And the fact he wants to bring out the worse in Fox makes him even scarier! Plus he murders kids! That's one of the oldest taboos in the book! Add in his various abilities, etc, and he's is a definite threat for everyone in Gotham, be it Meta, Vigilante, or civilian.

I think it would be interesting to see him interact with Colin Wilkes, especially as they have similar backstories. Poor Colin might hulk out and wipe the floor with Boogie though XD

Ah, the Scarecrow... Fitting that the creator of the fear toxin would create something like him.
I like that he's twisted and wants to make Fox like him. It makes me feel almost like this is the Joker to Fox's Batman. (In a way, would that make Wolf the Bane to Fox's Batman?) 
Also, the targeting of children makes sense since that's where his trauma came from. It also removes any sympathy from his background because he's just putting them through the same thing he suffered through. He truly is a monster.

Yes, this is a monster who makes the Scarecrow look almost sane, that man is sort of in it for the science whilst this guy is in it for cult Evulz, he's a bit like Flowey from undertale with his kill or be killed mentality.

I particularly like this character design, it keeps to the creepy element of of the 'boogeyman' but you've nicely incorporated your own twist to the design, loving it! (: Xx

Indeed, given boogeyman thinks Scarecrow is like a fear messiah it makes sense he styles his image on him
