Unbeknownst to your average brony - Canterlot has a long tradition of strapping baby dragons to magical devices and using them as weapons. Aside from burning things, they can also be used for mass teleportation. The trigger on the handle is wired to send a small shock to the baby dragon to draw out its breath.
