Hmm, while definitely being a great work overall, I can't help feeling that shows a little, particularly in your line work. I think the aspect that I find most notable is the lines for each curl of his hair. Most of the characters thus far have at most modest lines in their hair (such as Pinky), and although Rainbow Dash has several colors in her hair, there are no actual lines separating them. I feel with so many lines in his hair that it actually makes his mane too busy, and also unnecessarily draws attention to how quickly the line work is being done since each line ends in a round edge (I'd suggest looking into 'stroking' the paths in Photoshop [right click path, stroke path - only available in certain version though] if you can since it allows you to end the lines in tapering edges without having to define both edges of the line to make it a point, but also avoids the round edges by simply having PS trace the line with a tool)

I'm also not quite sure about Mr. Evil's mane and tail color. In the previous panel, he had almost white hair, now he seems to have very dark gray and his tail is pitch black. I'm presuming that's a reflection of the lighting, though that would be indicative of a darker lighting scenario, but there's a strong red light behind him now giving him emphasis in the panel, which then seems a tad off.

I suppose it's a bit silly, but on a side note, when I first glanced at this panel, I mistook the parchment for Pinky's foreleg, and presumed he was presenting her with a watch of some kind. On second glance I was surprised to think she was turning into paper since the end of her leg was wrapped up. On closer inspection it became clear what you intended, but between the left end of the parchment extending behind Pinky's face, the red background surrounding the white scroll (making it appear pink when looked over too quickly), and the scroll being about the same dimensions as Pinky's hoof, it seemed like something others might initially mistake as well.

I do like what you did with the shading, the purple gradient going back along his arm is quite nice, as well as the subtle fade back across Pinky's face, it definitely draws attention to the center of the frame. I can feel where you were going with the red emphasis, but the variations in the red leave me a little confused between what is a shadow, what are his rear hooves and what is cobblestone on the ground.
