7.62x54mm tracer (manuf. unknown).
Based on the Russian produced round, which has been in production since the the late 1800's. The only changes made throughout it's run include the conversion to smokeless powder, metalurgical advances, and design and types of bullet manufactured (i.e. round-nose, spitzer, armor- piercing, tracer).
Bullet is FMJ tracer (identified by the red marking at the tip), case is copper washed steel.
