Doug Dimmadale is the proud owner of the ranch's theater, what he calls his Doug Dimmadome. He's extremely good at budgeting and marketing, which helps the ranch's somewhat small budget a lot. He can be helpful if it will have some financial gains in the long or short run, and gets hissy when people overspend their own allowances. 
He wears a top hat (that one in his ref pic) and considers if he should cross himself to get an infinite big hat. A hat so big you never see the top of it. However he recently heard rumors that if he waits to evolve he'll be rewarded with his hat... And so he does. He thinks his trainer will surprise him with a species swapper, so he waits patiently with the current hat he has. He also loves betting in battles and will often be the one taking and making bets on who would win with other Pokemon and humans, if the can understand him. Most can't stand him purely for the fact that, as a Koffing, he stinks. He knows that if the rumor is true, becoming a cross will help this stinky side of him a lot and he can be better at his job!
His name and personality is based on one of the most hilarious villains of my childhood
