(I'm not quite clear whether including a background photo sky really makes it a manipulation rather than a raw fractal. Any opinions on that?)

Yes, most people would consider it a manipulation..
I don't consider adding a background manipulation. Oh and the title is perfect!

And, cropping, color tweaks, super minor pixel touch-up, contrast +/- & it's still raw.
I agree that a background photo does in many -or even most- cases not make up a manipulation.
Manip would here be something like putting a figure into the landscape, adding some stones from other fractals -or from photos-, or doing some distorts after finishing.
myself, I figure if you can make the entire image in a single program, it's a raw fractal, and as soon as you pull it into another program to tweak it further, it becomes a manipulation.

...and on the backgrounds... I never know either: often I find them only disturbing, sometimes they add.... they are tricky
