Nobody actually says the title. In fact, this sorta takes place in the looong silence before they'll say anything.

Two more of TiElGar's crew. This time the mother and daughter pair, Rime and Willow. Rime had to send Willow away to protect her when she was younger, as she had powers that others wanted to misuse. By this point, an older but not fully grown Willow is trying to forgive her, emphasis on "trying." Of course, it was the most heartbreaking decision her mother ever had to make, she wouldn't have done so if the danger wasn't extreme, and even so she hasn't forgiven herself. And Willow knows all of this deep down, but of course even then... well, like I said, trying to forgive, emphasis on "trying."

Coming out here instead of asking Willow to come to her is part of Rime's attempt to show how much she cares. It's pretty clear from her name and looks what sort of environment she belongs in, but even if this place is especially miserable and maybe even dangerous to her, she won't hesitate.
