Well I'm stumped. If you reinstalled Win10 Widgets and my patch, or installed the stand-alone version and things don't work, then I have no more idea why you are having problems. They work for me and others. Sorry I can't help.
Probably no help doing that... I would install my stand-alone version from below and see if that skin works; it does not rely on anything from the original package (which is probably where your issues comes from; some change in those original Win10 Widgets files).
Not sure how you "got it working now" ! ? but it isn't. Check that only 1 set of Lat/Lon are defined in the file; make sure any others LATITUDE=xx.xx LONGITUDE=xx.xx lines are removed (deleted or put a semicolon as the first line character). Other than that I would re-install (so all your changes are removed) and set the skin Lat/Lon again.
