Not in that sense, at least — I'm running Elementary OS Loki (btw. I F***ING LOVE IT!!!) and there is a "dock" (which I do have at the bottom) that shows the currently open and/or pinned applications, stuff like the applications menu, various indicators, time and similar are located in the panel (top bar).
Seriously, if you ever considered switching from Windows (which you should) or even Mac OS, take Elementary OS.
Well, it is Linux. It even is Ubuntu, but it's on a whole different level. I don't know who these beasts are but they polished the shit out of it. It even is only 0.4 but it looks and feels way better than some other flavours. They fixed some bug of a false error message appearing on startup in Ubuntu no one bothered to address over there. It somehow manages to draw less battery power than even Lubuntu, which selling point is to use as few resources as possible and let you get your stuff done even with old an very limited devices. And it still looks so f***ing good. Also, I get at least once a day an OS update. They really seem to get shit done.
