Well, this was a lot of fun to do. Side note: it was freezing while I was finishing this up. >.>
I did most of the same things I did for my previous Mei fan art, but a little more refined. I hadn't painted ice in a while, so I ended up winging it.
* In case anyone was curious: I used the 25N T10 armor for the shoulders and arms, kept the fluffy part of Mei's coat, and made up the chest piece.
