Photoshop:
- paint a header background using #211d1e rgb color
- create new layer above it and paint it white
- add noise to the white layer (filter/add noise ~50% uniform monochromatic)
- change (white) layer blending from normal to multiply
- change (white) layer opacity to 30%
- create new layer between the gray and white
- add some light effect using ~700px sized soft round brush
- change light layer opacity to 10%
- mask (clipping) white and light layer with the 1st dark #211d1e layer
- drag and move around your light effect (move tool) to place it somewhere
