I made these in Microangelo I think, but any cursor editor should allow you to change the colour scheme. This one looks decent enough:

The site is broken :/ can you color these like streetlights (im using it now) in navy blue and yellow
I don't think there's any software for iPad that can colour them

You dont really need to click on the EXE file to install it, you can just make a new folder on your desktop and drag all the files in there and right click the "inf" file and click install, (SIDE NOTE: I'd make sure to double click on it first and look through the code just in case it is malicious)
The installer is a hold-over from a time when the .inf file association was being stolen by some popular text editor, and it wasn't reliable to just click on an inf file to install (the install menu item might not be there)
I would love a much larger version of this for resolutions above 1080
