In Thunderbirds, the puppet heads were oversized in order to fit in the Supermarionation mechanism. By the time of Captain Scarlet, they were able to move the mechanism to the chest, which is why the heads could be in more normal proportion.

They actually did one live-action production before this: a movie called Journey to the Far Side of the Sun, aka Doppelgänger. Many of the same cast later turned up in UFO. Even some of the props originated there, too.
