Gum paste.  I made a template from card, rolled out some gum paste and cut out the shape.  Textrured the surface with tools, then let them dry for a week in a curved form.  Once dry, i applied the bones and air brushed them.  :)

Thanks for sharing your method with me, would a fondant icing with a gum additive work too? I noticed that you used supports under each wing, was that a "just in case"? :)

Rolled fondant with a gumtex or tylose additive would work.  Just makes sure to give it lots of time to dry.  
Also make sure that you plan it out well.  Let it dry for about 5-6 days on its own, then paint it and let it dry for another 2-3 days.
Yes the supports were worked into the design as a redundant safety measure.
