Because no theropod has evidence of lips being present. Not to mention, 3 studies with soft tissue presetvation on the theropod snout reported no such thing to my understanding.

The only animals who had lips are mammals, as they have true lips.

Lizards and snakes got nothing to do with dinosaurs if you aim to look at EPB via closest relatives, look at birds and crocodilomorphs and you will not find them bearing "lips".

1. I don't know what you refer to as lips but I'd say its soft tissue covering teeth, providing them with saliva in the intent of protecting the enamel, thus not only do mammals have them but reptiles as well EXCEPT 
for crocodilians as crocodilians have a mainly aquatic lifestyle. (Theropods are supposed to have replaced their teeth on a regular basis further supporting lips)

2. I'm not sure which soft tissue preservations you're talking about as there are literally no direct evidence supporting liplessness, Carrs studie being the only one that comes to mind.
Carr's studie is very vague and pretty irrational as there are waaay to many differences  between tyrannosaurids and crocodilians to even be lightly compared. The only being their similar skull shape.

3. Birds ,once again, may be living dinosaurs and just like crocodilians part of the archosaur family, but are in no way a good source of reference when it's comes to facial tissue. Mainly because their beaked and the same rules
for facial tissue do not apply to beaks as a proper beak can't coexist with teeth on the same part of the jaw (Heterodontosaurus). "Lizards and snakes got nothing to do with dinosaurs" well maybe not phylogenetically as they
are not members of archosauria but they are still terrestrial reptiles and generally alot better for comparison and reference regarding facial tissue.

And finally, in our current evolutionary and logical understanding of how teeth, enamel and saliva work, as well as looking into all extant creatures, lips makes alot more sense if you ask me.
Until someone actually finds a non-avian, non-aquatic theropod skull with direct evidence of non-lips, I'll stick with this logic. I might be wrong but only time will tell.
