1. Drafts are currently just a folder in your Sta.sh ("Saved Submissions"). You can currently move items to and from your drafts by moving them in and out of this Stash folder. I believe the new version works the same exact way so it should still be possible.

8. Yes. Folders will move to the deviantart.com domain (just like individual Stash items did earlier this year), but all of the old URLs will work, so nothing will break.

We've just updated the journal. The planned release date is now October 28, but it will take some time for all deviants to get access. We'll keep this journal updated if anything changes.

Nope -- Sta.sh isn't going anywhere. We're just making it more easily accessible along with the rest of your files on DeviantArt, and giving it an updated the interface and adding extra features for file management and bulk editing.
