OK, so does anyone know how to compliment a woman on her burqa while still being culturally sensitive? Cuz I see a lot of women in my neighbourhood that co-ordinate their headgear flawlessly wiht the rest of their outfits and I've wanted to compliment them, but I don't know how to do it without seeming like a patronising cunt.

Hmm...that could be tricky, simply because of sensible caution. It also depends on how what part of the spectrum the woman in question is on regarding her religion and its extension to her headwear. Some may not even be allowed to acknowledge you, a man, if they are married and in a more patriarch-ruled part of this spectrum.
Personally, I think a nice smile and a friendly nod of acknowledgment, (or a smile and a wave if you are far-ish away) is a friendly gesture to make people feel welcome and safe. Sometimes engaging words may be very intimidating, especially to those considered a minority, so a wordless 'hello I am no threat and find your dress and traditions valid' is always the safest route. At least until you get to know someone personally. 8)
