Doch du hast Gefühle gefunden
Am Anfang und Ende der Welt
~

You wound, like Parthians, while you fly,
And kill with a retreating eye.

Riseos.

(it's a figurative arrow okay)

Like some other commenters here, I at first got worried about that arrow, but M5T gave a good interpretation which I also agree with, seeing that feather and smoke puff.

Velocitas has got some explaining to do, I reckon.

Edit: Gah. Now I see why some people complained whenever they posted from mobile devices x_x

If it was a literal arrow, Riseos would have concerns beyond his next cigarette. The Danish Prince musing about,
Whether ‘tis nobler in the mind to suffer
The slings and arrows of outrageous fortune
--William Shakespeare, Hamlet, Act III, Scene I

Yes, children, that's the "To be, or not to be" soliloquy.
