You have disabled contributing to all folders except for featured.You can change it in admin area, go to Manage Members > Members > On artwork Members... > switch to Are subject to vote OR Are Automatically Aproved > then click Show All folders > and set submission permissions for other folders

You need to make it where people can join as a member and not anything else as well. You can do that in the admin area
