If I recall correctly:
The way of Sanzang and his disciples lays through the capital of Dharmadestructia the King of which has made a monstrous vow to kill ten thousand Buddhist monks. The king's guardians have been killing all bald people they can find in the kingdom.
Monkey uses one of his magic powers to shave bald the heads of everyone in the inner quarters of the palace and in all the government departments and offices. This makes the King to reconsider his decision to kill monks, and brings him to the true faith.
