Betty and Charlotte

Two 17-year-old friends who are underestimated by almost everyone else, including their families.

Betty Battinova (left) is often mistakened to be blind and unaware of her surroundings. Her family is fairly poor, and they have moved from Eastern Europe to Petropolis to start a new life. Now that she is about to finish high school, Betty has been looking for jobs and has come to work for the T.U.F.F. agency. Like most other bats, she can fly and use sonar, but despite the annoying rumors and teasings, she can and does see, even in ultraviolet light. She can be a perfectionist sometimes, not unlike Kitty. Despite her assertive personality, though, Betty is actually very kind and forgiving.

Charlotte Camil (right) is physically unable to speak, and others have mistaken her for being cold and aloof, when she's actually very sweet, but shy. Because of the way she expresses herself with body language and by holding up signs that spell out her thoughts, she has got into modeling from an early age. Unfortunately for Charlotte, other individuals tend to treat her like a doll, ignoring the fact that she has feelings and thoughts, just like everyone else. Her manager eventually lays her off and replaces her with someone else, and Charlotte decides to be a T.U.F.F. agent. She may appear to be just another girly, obedient model, but actually, she is quite clever, being able to disguise herself in any persona. Even though she can sense other people's motives, she tries to see the good in almost everyone, especially Ollie (the tall rodent-like member of D.O.O.M) and The Chameleon. And like other chameleons, Charlotte is also able to change colors, according to her mood or surroundings.
