Can I use this image as wallpaper?Yes, you can, as long as you don't modify it and it's for personal use.
Can I use you work to build up another one of mine?No, you can't. I spend a lot of time to make my images, and I will be glad if they stay as they are originally.
There have been some people asking me after they did the work. At least ask me before!
Next time I'll find a derivative work, I'll report it to deviantArt.

Can I use your piece as cover of my literature?You can, as long as you credit me in the description (or wherever you want) and the image isn't modified.
Can I use your piece to make a video?Same as the previous point.

I used one of your fractals as a reference for an illustration, would you be ok with that? 
I think it's fine! What bothers me it's using the image itself to create another work, like cropping it and putting it in a wallpaper or tag.
If you draw something and use one of my fractals as reference, it should be ok.
Do your pieces have CC Licence?Yes, they do. I don't know how useful CC is, but whatever.
It's better than nothing.In particular, they have a Creative Commons Attribution-Noncommercial-No Derivative Works 3.0 License.
So give it a read and you'll know what you can and can't do.
