I like the artwork, but as a piece of comic it's kinda bad.

I understand that you wanted speech baloons to obscure as little of the artwork as possible - but here, it comes at the expense of the flow.
I like that the balloons and characters create a continuous line that drags the reader's sight. That's good. What isn't good, however, is logic and order of that. I mean... first, we read "unresponsive core" line, THEN we see the person who is speaking it, THEN we see another character and ONLY THEN we see the response? It feels as if there was a long time between the first line and the response... was that the intention? It would make more sense if we first SAW the characters, and THEN read them talking. I think?
Order in which we read the page is important.

My biggest issue is with the PLACEMENT of the balloons. They are WAY too far away from the speaking characters. It honestly almost looks as if the machinery is speaking, not people. Balloons should be preferably somewhat close to the speaker, and tails should extend 1/3d or halfway between the baloon and the speaker. This is necessary to make it obvious who exactly is speaking. Baloons should also be aiming at the mouth of the speaker.

Here is a quick and dirty MS Paint edit to illustrate basics of what I mean:
