Art program

Well, I think it's time I get a new art program.
I am currently using Adobe Photoshop 7, which was created by the ancient Egyptians. The last few times I have used it, it started acting weird. The first thing to go was copying layers. If I try to copy a layer, the program will just freeze. I will have to open task manager to shut the program down. I thought, okay, I can work around this. Then this week the same freeze happened when modifying colors with the color picker. That will not do.
I uninstalled it and reinstalled it, but it did not help. I really think it may be in its death throws.
I'm also looking at the possibility of getting a new desktop PC as this one is over five years old and can sometimes get really slow or freeze up.
Maybe it's the computer, maybe it's the art program itself, who knows. Regardless, I'm shopping around. If anyone reads this journal thing, have you got any suggestions for art programs? I don't need anything too fancy, as this is just stuff I like to do for fun.
**NOTE I would PREFER not to pay a subscription fee for an art program, and am more interested in owning one outright. However, I know this may not be feasible, as that's just not the way things are done any more, it seems. If you DO know of an elusive art program available for ownership (rather than subscription), I am very interested to know more.
