Here is a tutorial on how I made the Elizabethan Ruff for my Valentine day cosplay, made entirely for free. I hope this is helpful to anyone working on a budget.

Would you have any tips on how to do this with Fabric?

You could sew horsehair braid to some fabric and then follow this technique.  Or apply really stiff interfacing to make it hold up like these materials, and then do this.  Alternately, there are places online that will tell you how to do it the renaissance way, with a 2 liter bottle, a boatload of starch, and a tiny curling iron.   :)
