I was just making a statement. This photo was taken in Italy. But it could have been taken anywhere and everywhere because this man represents the homeless people who live under bridges anywhere and everywhere. It's an epidemic.

ok, I get it :) You're right, but this one in particular is part of a project on nomadic populations in Italy, this Roman gypsy, it is under a bridge because it was chased away from his camp

Are the laws in Italy more relaxed regarding gypsies that they can camp anywhere? We have specific tent cities here in Portland Oregon USA that are specific to certain locations otherwise they are arrested.

Even here in Italy, they are authorized camps, but generally live a little everywhere, mainly in outlying areas, abandoned factories, under bridges like this photo. In Italian the Romani population has about 180,000 people to 0.25% of the population. In fact, the figures are much higher due to the opening of Frontiers and the entry into the European community of Romania.
There are no laws restricting personal freedom for those sleeping in the street, at most are removed to another place.
