This is a GAU-17 Minigun operator assigned to the US Navy's 22nd Special Boat Team (SBT), a unit that operates small riverine operations craft such as the SOC-R and other such vessels. SBTs often operate in support of other special warfare units such as SEAL teams, providing heavy fire support to outnumbered troops and issuing medical assistance if the need arises. The SOC-R is capable of carrying a variety of weapons on any one of its five external machine gun posts, including M2 .50 cals, M240 machine guns, or, as in this instance, a GAU-17/A 7.62mm minigun, a six-barrel rotary weapon capable of a variable fire rate ranging from 2,000 to 6,000 RPM. In addition to their usual fire support missions, SBT crewmen are also capable of performing VBSS operations, maritime interdiction raids, coastal patrols, and high-risk personnel recovery missions.
