Neuro (Lincoln.exe) Remastered

This is Neuro, except upgraded and revised a little bit. He is an entity of unknown origin that seeks to wreak havoc and is a total psychopath through and through. This smol redesign was inspired by @ISRAELFOX3's SONIC 2011 game (really good stuff, go check it out), and subsequently I might do a redo of Neuro's story as well in the vein of that remake! But until then...
