So this takes place sometime before Dr. Fate is brought back into the picture. Horus' powers were nutralized with an inhibitor collar by Batman since he didn't trust her do to being the granddaughter of Set. And with her powers being nutralized Anubis showed up personally when Horus never showed up for training with him.
