my pmxe won't open

i just got new pc and it installed with windows 10 64bit
so i dled pmxe from this (they said it works on windows10 right)
but it won't open for me, idk what to do hhhhhhhhhhhhhhhhhh
maybe i don't have directx 9
but when i tried to install directx it show up this problem like wtf , how can i fix it
in notepad
i wanna do models aaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaa

Ok, well i just want to find someone who can rig me a model's body for me?
cause i have a problem about idk why it's always glitches when i use it with original bones so i think the re rig is can solve this problem!!

ok so i have dled pmxe plugin called "EachGrip" www.nicovideo.jp/watch/sm20561… for using for "妄想疾患■ガール" motion perfectly becus this motion is need this grip plugin for make model's hands work fine
but when i tried to use, this window always pop out
and yes i can't use this plugin... T-T so if who know how to fix this problem pls help! TAT
