Looking at your gallery, it's obvious you're well experienced in cartooning art as well as Retro related styles. So what can I say?
Layout - Great. You've got horizontal balance with the white tank/roof vs the more detailed character for right and left, plus vertical with dark building and sky vs bright foreground framing the toon with pale ears in the sky and darker legs on the ledge. Hard to improve on that, because the character is distinct in it's environment, and the environ diesn't swallow the character. The goofball perspective further frames and accents the toon with the right side pointing/converging toward the face. Did I mention it looks like you know what you're doing?
Theme - Noir Detective a'la Toon Town. I'd expect Darkwing Duck to be prowling around out there, chasing the Beagle Boys or something.
Character Definition - Distinct, focused, powerful male (duh) with accessories reflecting environment and occupation - (utility belt?). He's dressed for work, not glam.
Hard to improve on the "Overlooking the City" pose and layout. You've got this on target.
Tweaks - Maybe the left side of the mouth a little shorter/not as high. You could cut it off even with the bottom of the nose horizontal and still have a great grin without going tangent to the top-of-snout shading.
- Nose tip blend into buildings. Thin white edge shine would fix this. Similar issue with area above snout. Maybe adjust building edges to distinguish.
- Left side thigh. The retro large outline accent is above the ledge edge. The angle looks odd. Perhaps a break in the retro outline (is is a mandatory 360?) or put the thick on the ledge side (overlap?). Not sure of the style rule on this one.
- Penis dragging the ledge? Ow? Scale and structure aside, comparison to thigh is unavoidable. Scrotum hidden? Opportunities for redesign while not over/under accenting needs for the character design.
- Wrist thing - Gauntlet? Bracer? Techno item? When considered with belt, more suggestive of some tool/skill related item. Good to have (indicates civilization/culture of some kind) but has more potential to reveal/accent the character of the toon.
So anyway, it's great stuff and I'm mad jealous because this general style is what I'm working toward. Practice x3 (sigh) and all that. Applause, applause!
