Depending on whether you use Windows or OSX, the appropriate file (an single icon archive file for windows, containing the whole set, and individual OSX-compatible icons files) should be contained in the downloadable *.zip archive.
The 'MLPIcons.icl' file is an archive (similar to how *.dll files can contain many different icons in a single file), and should be compatible with Windows Vista/7/8. When changing a desktop icon, instead of navigating to the *.ico file, just select the *.icl library file instead, and all the icons included should show up for you to choose from.
