little owl concept done for the app which was later made into a functional design! it was quite for a while in works until it was really polished. at the time we added sounds I got easily amused by the result... too funny-cute lol. used paint tool sai and photoshop. p.s. that is a burrowing owl, yes C:

It might help you if you read the description. To my knowledge, she usually tends to use a soft brush with a lower opacity. Oh, yes, and lots of time, practice, effort and layers.
Also, If you're looking for a free alternative to PS, both Gimp and Krita work wonderfully and most photoshop tutorials can be used in Krita, though both mentioned programs have a bit of a learning curve, like all other programs.
