Soemthing about this piece, though I used to do a lot of Cel shading, looks original. You brought the character out of her nature, and turned her into a peaceful scene with vibrant colors. Her outfit is fair. Nice job overall.

The colors are,

but I think Miku with long hair wont represent cyclists well, it will get too much aerodynamic drag. XD

This is the place this reminds me of... People cruise through here on bicycles frequently... In fact when shooting this I left my camera on video and accidentally caught one cruising through here...

I had half a notion to wait for a cyclist to ride through (in fact I accidentally captured most of one as live video and may try to take a still from that), or LOL even ask one to pose with his bike like in your drawing :-D but was so close to dark anyway when I was there...
