Yes, a culture of victim blaming has infected my city's police force. This is likely the result of being the lowest-funded police force in Canada for about 50 years causing this city having the highest crime rate for much of those years. They have increased funding and lowered crime rate to no longer be the worst in Canada but they still have a long way to go. If people are scared to call the cops, they have less work.
