Okay guys. I need some real help. I have no clue how to rig arms. I always mess up. I need some tips. I can kinda use Blender but im best in PMDe. Basically I wont be able to make much content if I dont learn arm rigging so any help would be great.

Is this for clothes or for, umm, humanoids?  For humanoids, good bone placement is essential.

Screenshots of how it bends funny would be useful.  If it's about volume, you might find SDEF useful.

My basic technique for weight painting is first, do it in order (from UB1 -> fingers); second, isolate each part that I want affected into a new material, mostly so I can mask a lot easier; finally, use the linear gradient in the 3d view and check in the transformation window.  If the trans window looks funny, ctrl-z, try again.  It usually takes me several tries to get a good looking deformation, but with that workflow, trying again isn't hard.

Hopefully you're not doing gloves :)  If I was doing gloves, I'd just use some hands for a base mesh and manipulate the mesh in Blender so I could keep the original weights.  Some other kinds of clothes, that works too.

Love your stuff, I'd be happy to look at a specific model where you're having trouble if you want.  Or, to explain any of that, sometimes some really talented people don't know about some part of PMXE that will make their life tons easier :)

tbh when rigging shirts that dont need physics or even just parts of shirts to a model i just use the weight transfer plugin

See I tried that weight transfer plugin and it just made it bend weirdly. -. - ;;

did you use it properly? if so it should've worked fine, though it's not perfect and may need adjusting occaisionally
