"Do my taming attempts from previous ranks count towards higher tier attempts (like crafting)?"
 No. Each ranks' tasks must be completed after each confirmation date. So they do not stack. 

So after you achieved rank 3, you will have to do 20 new taming attempts. And keep in mind, that these taming attempts must have been done after you achieved rank 3.
