Dustdevil

Okay, time to start posting some of the villains I've come up with recently. I've organized this batch into threat levels based on how powerful they are and what they do with those powers. The levels start at D-Rank for common thugs and faceless henchmen, C-Rank for most low-level supervillains, B-Rank for villains that are more powerful or murderous, A-Rank for those that are really powerful and destructive, then S-Rank for those that are a threat to the whole world, and finally, X-Rank for guys that can unmake reality itself. (This is loosely based on the Mutants and Mastermind power ranking system.)

We start now with the C-Rank villains, those that only have moderately powerful abilities or are particularly focused on petty theft. They may not be concerned with collateral damage or civilian casualties, but they aren't purposefully setting out to kill people...most of the time.

Our first entry, the Wicked Whirlwind of the West, Dustdevil, who has the power to generate powerful cyclonic vortexes around himself and literally turn into a human tornado. Despite his destructive potential, he really only wants money and other material possessions, so he isn't considered a high-level threat by most. His speed and powerful air currents can still be problematic.
