Blue Bogart-Portrait

B-Rank Threat: Blue Bogart

Archnemesis of famous hero Neon Papillon, the goblinoid Blue Bogart is a mysterious masked criminal who somehow got his hands on prototype military tech and fashioned a demonic costume with which to commit all manner of terrorism upon the populace. His suit is a powered exoskeleton that increases his physical strength to metahuman Class 5. His wings are articulated robotic frames attached to a miniaturized jetpack that enables him to fly and hover in the air. His clawed gauntlets are hydraulic armatures that can tear through solid steel and deliver a powerful electrical shock capable of stunning even superhumans.

However, his most dangerous ability is not his equipment, but his psionic power to make those who look into his glowing red eyes experience their worst fear. He seems to derive a sadistic pleasure from inflicting this power on people, savoring their screams like a fine wine. This is such an intense mental violation that many victims never fully recover.
