In the 1820s it seemed obvious that an upcoming war would take place between Brazil and the United Kingdom. The English seek to avoid an alliance between France and Brazil. The Brazilian Grand Admiral, Jean-Conan Gall-Marianne (1772-1851), hoped for this alliance to block part of the English fleet in Europe. Even if in 1820 the Brazilian fleet was on the same level as that of the United Kingdom, it lacked experience. A confrontation could prove difficult.

In 1824 the King of France Louis XVIII died. He was opposed to war against the United Kingdom. But his brother Charles X who succeeded him was much more favorable. The Queen of Brazil, Marie- Therese, initially opposed to the war, was convinced of the perfidy of the English when the King of Spain Ferdinand VII was the victim of a coup d'état in 1824 which forced him to recall the liberals anti-Brazilian. In 1827 the French intervened in Spain to drive out the liberals but the agitation remained and spread to the Spanish colonies.

In 1825 Charles X transferred to the Brazilians the plans for the Paixhans cannon, named after its inventor, the Frenchman Henri-Joseph Paixhans (1783-1854). This large cannon tested in 1823 was the first to send explosive balls. It is a new, secret and formidable weapon for wooden ships.

Grand Admiral Jean-Conan immediately saw the benefit of such a weapon. But instead of distributing these cannons in a few copies on each ship, he is having heavy frigates built which will be armed with around twenty of these heavy weapons.

In 1830 twenty of these frigates were operational. According to Jean-Conan, they can single-handedly destroy the entire English fleet. In total, Brazil has 600 Paixhans cannons at this time.

This program was, however, discovered in 1827 by the English but they did not immediately realize the danger. And it was not until 1829 that they carried out the first tests. They then immediately put it into production but in 1830 they only had 70 of them.
