In 1109, Leofwine Svenson proclaimed himself Baron of Kebec, still officially a vassal of the King of England.
In 1110, he imposed his commercial monopoly on the merchants of Vinland.
The unconditional support of the Algonquins forced Abbot Beuvron to negotiate with him.

He multiplies matrimonial links with the natives but while keeping the traditions, the Catholic religion, the English language which he imposes on all his subjects. He proclaims himself Bishop of Markland.
Leofwine explored all of the Great Lakes in the years 1110-1130 and developed a large network of alliances there.

He develops his own industry and especially metallurgy. He increased the supply of furs and slaves for Vinland in exchange especially for settlers since he was less dependent on iron.

Leofwine Svenson died of illness in 1143. His son Wulfnoth (39) succeeded him and continued his policy.

In 1150 the Baron of Kebec controlled 1560 inhabitants, including 26% English, 7% Norse, 50% metis and 17% native.

At the Saint Pierre counter, on the Ile du Roi, free settlers - not subject to the taxes and laws of the Abbey of St Laurent - settled.
They are mostly Norses. They are about 480 in 1150 including 300 at the counter.
