General Rue Darkbolt, aka 'General Cutthroat', the highest in Equestria's military without being of royalty connection, though some snotty aristocrats in Canterlot consider him the true 'King' of Tartarus.
He takes pride in the EUP guard and the military in general, and with the Tartarus Guard, he leads them all with his life on the line.

He only answers to Queen Celestia and Queen Luna, though will consider orders from Empress Cadence and Princess Twilight with grains of salt.

He's conservative in his view of mares, mainly when it comes to them joining the military, as a widower himself, he knows the potential pain that can happen... but if you prove your mettle and strength, he'll accept you as an equal.
