1)would you like your characters/mate to be short-haired or long haired?
In stories, characters depend on their personality and how I feel, unless I'm writing a fan fiction that is.
Mate, Long hair or medium-length preferred. Short hair is fine as long as it isn´t too short

2)What do you see first from a character?
First seen are of course, looks. But I don't judge much from first visions. I can squeal on the character's looks for a while, though. But when he's a total dick I can start to hate him.
