This is a short MLP:FiM minicomic series called "After the Gala" where the ending events of "Best Night Ever" are told in more detail according to each character. This page is Pinkie Pie's story.

I can totally see something like this happening with Pinkie after the Gala. If anyone said a word about how the party at the Gala was a wreck for her, I'm sure she would up and start a new party, and this time everypony will enjoy it! And the next page will show everypony partying and enjoying themselves thanks to Pinkie! That's gonna be a tough page to make!

Sorry, no Princess Celestia this time, but it's ok, we'll see her in a quick scene in the next one, and we'll see a somewhat rare side of her! And yay, Pony Joe finally gets a scene of his own! (and the only fanart of him I've seen so far!) I put in Spike and Rarity here cuz they kinda need to be in my comic more and they both will get their moment to shine in the next page and believe me, it's gonna be the cutest thing! '

This was sketched on paper, and then I lined and colored all the characters and speech bubbles in Paint. I then used Paint.net to add in the background, which was also constructed in Paint.
