There's not enough fabric in that skirt to reach the knee, even if it were tugged down out of the wind. It's either too small for her or its a mini-skirt. Or it's been shrunk to become a mini-skirt.

Teenage girls in the Potterverse *have* to use skirt-shrinking spells, the same way teenage girls in the muggle world roll up their waistbands. It's a universal practice in any school with a dress code.

Personally, I think the idea is really cute. It helps humanize your characters. They may be super-powered animagi who go "sideways" into other realities, but they're still kids, and do kid-like things.
