Methinks that Ash's dad is actually imprisoned by TR
So he can't return home, and due to the Ketchum's connections with Oak they thought it'd make it easier to overthrow the lab and rule Kanto
And now they're thinking about using Ash's dad as leverage against Ash
that'd be such an epic plot twist and movie plot...
