i think its something about the model, if you have pmd or pmx you can find a solution. if you already tried, what does it move, because i have a lot of models and i think ive done this before. give me the link for this model and ill investigate this for you!

i figured it out. many of my models have this, it doesn't move anything. i see that you moved it into the position in the first picture, THEN you loaded the motion data. i know this is the bad end night motion, i have this to. my gumi has this and i did the same. try leaving the bone alone THEN loading the motion ( load the model and just load the mottion right away) after you do this load the camera and watch the whole thing. if it glitches, find a ZIP download for this (i don't have winzip :'( it causes viruses for me)  then ill fix it with pmd, test it and send you a note with the download. YOUR WELCOME!!

Two posibilities, or (as stated below) bones ain't atached to eachother, or the IK bones ain't atached properly, for that go to IK tab. To long ago to tell you what to do exacly.
