This is Meiou, he is my Angel of Death.
He once had hair as long as Azriel's ... but he recently chopped it all off with his scythe, he doesn't know how to cut hair so none of it is the same length anymore.
Meiou feels the suffering, pain, and anguish of each person as they die, he experiences it with them. The bindings around his arms and legs were placed there by the Seraphim to keep him from killing whom ever he wanted. Instead he can only take the lives of those on the 'death list'
