At noon the Committee on Repatriation was gathered in a large hall located within the city's downtown public meeting building in order to begin discussing the recent events. The committee had been established to consider the proposed relocation of those in the quarantine areas to allow for construction of the world's first transportation hub on the outskirts of the city. A semi-circle of the city's elected representatives formed in the middle of the domed room, all dressed in the formal off-white and beige togas of government officials, surrounded by a large and growing crowd of prominent citizens.
Lead committee member Marley Lamonar, a woman in her sixties, stood at the center and spoke first.
"Due to the two recent security violations and accompanying violence this committee is hereby convened to discuss the matter of neurot containment and possible transferal in order to protect our citizens from future infiltration into the city." Her voice echoed off the polish
